Oil stock processed by Gazprom neftekhim Salavat is subject to strict accounting according to the Russian law. In addition to petroleum feedstock, recycle streams received for reprocessing should also be accounted for.

— During production activities the Company generates a number of flows, which, due to their characteristics, cannot be directed into products, so they go for reprocessing in the units ELOU AVT-4 and ELOU AVT-6, — says Marat Davletshin, Head of the Oil Refinery’s Production Department. — This is a dehydrated slop petroleum product, unstable gasoline GO-2, GO-3, L-16-1, off-spec gasoline GO-4, and a mixture of slop petroleum products from process units. The metering devices of the mentioned recycle flows in case they are directed through the oil feedstock instruments should also meet all the requirements of the 102nd Federal Law «On Ensuring Uniformity of Measurements».

In order to bring the tools for measuring recycle streams into compliance with the current standards, the Company executed a technical upgrade project. Within its framework, the schemes of recycle streams sent for processing were changed, and their reception via off-spec lines at the units ELOU AVT-4 and ELOU AVT-6 was ensured. The feedstock metering devices in shop No.18 of the Oil Refinery were replaced with mass flow meters. Measurements at ELOU AVT-6 and ELOU AVT-4 are now performed according to the certified methodology, the verification certificate and the 102nd Federal Law.

The use after January 1, 2022 of old measuring tools that do not meet the requirements of the legislation could have led to the cancellation of the registration certificate of a person engaged in oil refining operations. This certificate entitles the Company to a refund from the Russian Federation budget of the excise tax on the refined petroleum feedstock.

The main destinations for exports of petroleum products are European and CIS countries; for petroleum and gas chemical products — more than 30 CIS and non-CIS countries, with the largest volumes of petroleum and gas chemical products exported to Kazakhstan, Germany, Great Britain, the Netherlands, Poland, Belgium, Finland and others.
